Heat olive oil over medium heat in a deep skillet. Add chopped shallots and cook until soft and translucent. Toss in minced garlic and stir until fragrant, about 30 seconds.
Stir in tomato paste and cook for 2–3 minutes until it darkens and caramelizes.
Add heavy cream and red chili flakes. Stir until sauce turns a warm blush color.
Cook pasta in salted boiling water until al dente. Reserve ½ cup pasta water, then drain pasta.
Add pasta to the skillet with the sauce. Pour in reserved pasta water a little at a time to loosen the sauce.
